That's according to ex-Tottenham boss Tim Sherwood, who thinks Manchester United need a squad that has the right to respond.
The head of the United States acknowledged in July that the club needed a player like club legend Bryan Robson, who was famous for his leadership qualities of central midfield.
Then after the Red Devils broke into a miserable sixth placed finish in the Premier League last season with their form catastrophic towards the climax campaign.
Ole Gunnar Solskjaer made three signings this summer in Daniel James, Aaron Wan-Bissaka and Harry Maguire, with the closing of the transfer window yesterday leading to strict scrutiny of each club's business.
The general consensus is that while United's purchases are positive, they have not done enough to bridge the gap to Manchester City or Liverpool and have even missed an opportunity to make a jump on top four rivals Tottenham, Arsenal and Chelsea.
Sherwood believes Harry Maguire can be a major player at Old Trafford and urged Solskjaer to set up a leadership group at the club, as they had under Sir Alex Ferguson.
Sherwood told Premier League Productions: "Ole needs to recognize what his main functions are.
"[Harry] Maguire is now confident that such money, playing in such a responsible position as center-half, must be one of their leaders.
"Ole must have a cartel attached. Together they will police the dressing room.
"You ask these two guys [Michael Owen and Owen Hargreaves] when they entered the United States dressing room, Sir Alex Ferguson did not have to manage them.
"He didn't have to, the players managed themselves and policed the locker room.
"You have to create that culture, it just doesn't happen."
Sherwood thinks Paul Pogba is one player in particular who could command respect in the locker room, though he believes it may be too late for the Frenchman to seem to want to join Real Madrid.
He added: "Pogba for me is one he should get. Maybe it's too late now.
"Could have him on the side, got all the skill in the world, worthy of spending time, worthy of giving the babysitter. He is one that I would give additional time to bring him over.
"By approaching him, you would get three, four, five, six others because he would be able to control it because he has such a great influence."
